Born in 1868 in Racine, Wisconsin. He and his brother Cecil were sent to Wallingford, Vermont to live with his paternal grandparents when their parents were going through financial difficulties. Paul attended Vermont Military Academy, University of Vermont in Burlington, finishing his education in law from the University of Iowa law school in 1891.
Prior to his attendance of the military school, Paul was expelled from Black River Academy after only a few weeks, as he was known for playing pranks and hooky. He was also later expelled from the academy for “conduct as members of an underground society.” The Rotary club of Wallingford still meets today in the one room schoolhouse Paul Harris attended for his primary school as a child.
